1. Define the scope
Identify the populations concerned: certifying staff (categories B1, B2, B3, C), B1/B2 support staff, mechanics, planning, inspection and quality audit staff. Each population has its own needs.
2. Start from the requirements
145.A.30 requires the organisation to establish and control the competence of personnel. 145.A.35 requires certifying and support staff to receive sufficient continuation training in each two-year period. The related AMC and GM detail the expectations.
3. List the content
Technical changes to maintained types, organisation procedures (MOE), human factors, regulatory changes, EWIS, CDCCL / fuel tank safety where applicable, lessons learned and audit findings.
4. Set the intervals
Define an interval per content and population, consistent with the two-year period of 145.A.35 and the applicable AMC recommendations. Document these choices in the MOE.
5. Plan and deliver
Build an annual schedule that accounts for maintenance workload, seasons and absences. Plan catch-up sessions.
6. Record and assess
For each person, keep the date, content, duration, instructor and assessment result. These records underpin the continued validity of certification authorisations.
7. Review the plan
Review the plan at least annually based on audit findings, occurrences, fleet and regulatory changes.
